Aren't you talking about the-- hell, what's it called? the choke
plate!   It's a valve that regulates the  air flow into the carb
bowls.   That plate is controlled by a "thermostat" that contracts when
it's cold, closes the plate, reduces air flow = richens mixture.   In
hot temps, including warm motor, the thermostat expands opening the
plate, leaning out the mixture so the motor doesn't flood.   Man it's
been a long time since I worked on a carburator.   Did VW make vacume
assisted carbs?   If so, check your vacume lines, check your diaphragms
to ensure the right amount of vacume is beign created and regulated.
Or you could rebuild the carb.   If you rebuild it, make sure you tank
it and don't just soak it with carb cleaner, pay special attention to
the jets, either clean very well, or replace them.   I can't imagine a
rebuild kit would cost too much.
    Guys, does this sound like good advice?   All of my carb knowledge
came from American gas guzzlers.   VW didn't have that different of a
carb design, did they?
