Front end shudder

Alright, a question for all you suspension geniuses.  I have an 87 8v stock
w/ 14" GTI wheels.  When I get to about 65-70 MPH, it develops a shudder in
the front end.  The shudder is more of a side-to-side, not up-and-down.
This gets worst at about 75, and is noticably worse when decelerating (just
coasting, no brakes).  I have rotated the tires around with no effect.  What
should I look at next?  TIA
