Despite not finding a visible problem with the fuse I would still doubt
whether power is flowing through it. Wet & Rainy & Fuse box. 

I'm thinking it's the fuse and or Funky fuse box that might have gotten wet
and or corroded.

Apply the old volt meter to the fuse to be sure but also check for the
presence of 12v across the fuse socket.

On the loose wire tip it might be the Black and Red/ Black wire on the back of
the Fresh Air Fan Switch.
