lemme put it this way, the lens (euro) on my car ('82) are not DOT
approved, which makes them illegal.
every time I see H4 lights for sale, they are labeled "for off road use
only"
I don't know of any U.S. cars that use H4 bulbs. (Motorcycles yes).
Rules for fog lights are different than headlights.
