Engine not turning over...What can it be?

I replaced the fuel pump relay (a $50 item) and tried starting the car.
Unfortunately, it doesn't want to turn over.  I can smell fuel so I don't
think it has to do with the fuel delivery system.  I was thinking the
timing is probably off.  What else could it be?  I'll probably try a little
later to re-check my timing, but I can't think of anything else.  I
definitely need my car back, I just landed a great job and I don't want to
resort to refusing the job or taking the bus.  Or wait, maybe I can take
the Peugeot out of storage and drive it......yeah, right, like I'd do that.
