Rear Wiper

the rear wiper on my 85 seems to not want to turn on in any mode other than
washer mode.- I hit the stalk, the wash motor comes on, I get three back to
back swipes and that is it-

it this thing messed up or am I doing it wrong? if it is messed up, gotta fix
for it?
