When my wife's Passat 16v was doing this, it turned out to be a crack
in the rubber boot surrounding the air/fuel mixture control unit.  You
know, the big round one that sits above the air flow meter?  Anyway,
in lower gears when you started off, the engine would rock back, pulling
open the crack, letting way too much unmetered air into the engine which
threw off the air/fuel ratio and caused the engine to almost stall.  It
would then rock forward violently, closing the crack, which would cause
it to run fine again then rock backwards.  Repeat until nausea kicks in.

The crack was hidden in the accordian folds on the bottom, look very
carefully.
