My bet would be the cable stretched, not broke.  look at the base of 
the seat as you move the handle.  Usually the side near the door will 
pull up all the way, but the seat side in the center of the car will 
only move up about half way.  This is very common with VW seats.

Here's how to fix it:
turn your seat dial so the seat is lying as far back as possible.  
Now manually lift the latch at the back of the seat and tilt the seat 
forward.  This will give you the most slack in the cabling.  The 
cable is just threaded into the latch, use a needle nose pliers to 
remove the cable end.  Now tie a knot into the cable.  This will 
shorten the ovelall length of the cable.  Put the cable back into the 
latch and you should be set to go.
