The internal seat latch wire is more then likely broken.  If you really
want to fix this the right way, you'll have to pull the seat back cover
up off the frame.  Some people have had success fishing around for the
broken end of the wire and reattaching it, or tying on a longer wire. Check
the working side while pulling up on the seat release, watch the back bottom
of seat for the latches that move.  Check the broken side while pulling
the release, it'll be easy to see which latch is not moving and determining
which side has the broken wire.  Someone else on this list who has actually
done this fix will have to fill you in on the more gory details, but this
will at least get you started.  Oh, you'll probably have to remove the seat
from the car also, but it's real easy.  Remove the stop bolt/screw from
under the front middle portion of the seat, slide all the way forward, tilt
the front sliders out of the tracks, lift and seperate. :-)
