Ahh yes, been there done that.  I does sound like the ignition "switch",
you don't have to replace the whole thing, you can unscrew the switch 
and replace it (after you do this job you'll think, jeez, I can go and
sealt ANY VW I want in 1min! ;).  If you have a bently it should have
info
(I still don't have one).  It's fairly easy though, you have to take off
the steering wheel , then take off the plastic cover things that go
around 
the colum. Everthing should be exposed, now you have to remove the turn 
and wiper levers (4 screws I think).  There is also a big allen holding 
the key/switch assembly to the colum (almost forgot that one).  Now you 
need pliers to take off the plastic bushing that is around the colum,
the rest should be pretty straing foreward, unscrew switch, replace,
put everything back togeter.

One thing I strongly suggest you do befor tearin up your steering colum
is check all the connections going the you starter,  One of those wires 
came loose on me and all I would get was a "click", upgraded all my 
grounds an cleaned all the connections, startes like a new car :).
