Plug it in and give it a try.  I really don't know why the cruise unit would
drain the battery..   I would replace the vacuum lines.  The go from the under
the hood at the vac pump for the cruise to the throttle diaphram and another
lines goes to the brake/clutch pedals.
It is an easy system to troubleshoot if you have problems.
