My Mk.1 had the same problem and it was the bottom bearing (bushing?) of
the steering column going/gone bad. In my case, the rack wasn't the
culprit. It's supposed to be a common problem. I wasn't in a confident
mood so I had it done. Made a night and day difference. Good luck,
