Steering Rack bushings bad?

My suspension on my 8v at the moment is terrible and I'm planning on putting
my 16v''s supension on it when my coil-overs get here so this could be a
major part of the problem.  When I go over bumps, pot-holes, etc my steering
wheel shakes violently with the impact.  It can also be moved a milimeter in
all directions while the car is in stable position.  Is this a sign of the
rack's bushings going bad?  Is it a problem with the tie-rods?  Are the
bushings dificult to replace?  Thanks
