  To answer some of your questions:
   No you can not just put a 16v head on an 8v block.  The oil runners
don't match up and you run into all sorts of problems.

   Yes, if you are going 16 v, use the 1.8 head and a 2.0 block if you
can.  The 1.8 has slightly larger ports and will breath better.

   For an 8v, just use a twin downpipe and exhaust manifold from an early
A1 Scirocco S.  It will breath almost as well as the euro and should be
available for a fraction of the cost.
