There are two manufacturers of these lights (that I know of), Hella and 
KC Hilights. The cost is well over a $1000 (upwards of $2k even) each! for 
the 7" Rallye lights. 

If you are after the cool blue color of the light, 
Nopi has some "Ion Blue" Halogen bulbs advertised, they look as though 
they have a blue tint applied to the bulb.
