Motronic help...Bad reading off the DPR

Just throwing this out there- bad coolant temp sensor or bad O2 sensor?

2.0 16V motronic...... I'm getting a constant 7mV..... it won't fluxuate.  I swapped out the o2 sensor and its still the same.  I also checked the idle swtich and its working fine.  Gas mileage sucks (this is my first tank with motronic) and idle is getting worse and worse.  It was running rich enough to spit fuel out the exhaust so I backed it up but can't a reading to make sure I'm not running it too lean other than seat of the pants and smell.   Any ideas on what to check if the o2 and idle switches are good?  I've checked the harness (again) and its fine.   
What causes the fluxuations in mV on the DPR?.... the potentiometer?  Help me understand this.  Thanks in advance!
