Motronic Mixture Adjustment problem.... mV from the DPR not fluxuating

I'm having an issue with Motronic on my 16V scirocco.  Yes, I finally got it running!   I figured I'd set the mixture correctly to make sure that my TT chip would inherit the settings it is supposed to get.  I've got a test harness I used to use with CISE to get a mV reading at the DPR for mixture adjustment.  My meter is reading just above 7mV constant... ie no change in reading at all unless I blip the throttle.   Only when I blip the throttle will the meter spike to zero and then right back to 7mV when the idle switch is activated again.   I (ohm)checked my idle switch and its fine.  I then swapped out my o2 sensor and got the same reading.  What am I missing?  I swapped out the ECU and checked (at this point probably 50 times) the harness wires for continuity/ohm and all is well.  
Overall the car is idling kinda rough now but still runs fairly strong otherwise.  I'm hoping that I'm going to see some improvement here soon when I figure this out.  Thanks for any advice!
