Slow cranking speed/no start



Have someone turn it over and check the voltage going to the starter. I'm 
thinking even though your starter was rebuilt there may be a problem with 
the silenoid.  Either that or your getting a drain going thru the starter 
circuit.  Getting a voltage at the starter would give you an idea.
