More on the 16V "quest for fast"
It may seem simplistic to say it, but seems to me it should be either fuel or spark.
Perhaps the easiest way to check fuel is to temporarily install the LM-1 WB-O2. You'd only need to supply power and stick the sensor up the tailpipe since you have no cat. That way you wouldn't have to tamper with the CIS-e and disturb it's NB-O2 input.
As far as the ignition, make sure it's getting the manifold vacuum signal, but other than that swapping boxes is about all you can do as far as I know.
