Brake confusion

    It's not snowing ,raining,stormy,excessively cold or any of that bad stuff.I'm frantically working on the brake conversion.I have the rear Calipers on the hand, brake cables installed but I don't under stand the adjustment on the 16v rear parking brake.I adjusted the cables and the hand brake handle is firm but the rotors still turn.There is no fluid in the system.The calipers have been apart and new rubbers installed.
 Can some one send me directions on how to properly adjust the rear parking brake ?Does it adjust the same as the latter style brakes?
   While waiting for a wealth of knowledge to appear on my screen I'll go tackle the lower steering column bearing which I have been procrastinating on. That's only because I hate standing on my head and trying to work.Beside I was hoping that a genie would appear and do that job  for me.That ain't happening! So it's off to the fridge for another brew and back to the shop.
