A little history... for ya here.  Although it's a .mil site so it may
be a little biased.

It explains partially why the US is there.  Don't worry my friend...
No troops.  I worry about your environment though.  My understanding
is processing the tar sand is less than friendly to the environment.

I hope greedy people aren't destroying the land to make a quick buck.
