Stumped
Thanks gorgeous, after some more thinking I decide to pull the fuse block and find D23 and test from the direct connection. I couldn't ohm out the length of the wire and was getting 12v at the block. So I started to remove the harness starting at the coil and working toward the bulkhead, and low and behold the wire had corroded 8" inside the loom. How it did it I have no clue but it did, so I re-spliced it and put some heat shrink of it and re-wrapped the loom. Buttoned everything up in place turned the key and 12v appeared, turned the key to start and viola a running 16v. And the tachfoile I got from Germany for the cluster appears to be working just fine.

The black wire goes from the switch out to the coil as well as to the dash for the regulator.
Check on the back of the switch for the 12v
