Help me keep from wasting money on a 99 Passat

Hahahaha!
Yeah, even with a stock turbo the 1.8T in a Scirocco is pretty damn fast!

Keep in mind that even buying the cheapest valves you can find it's still 
right at $100/cylinder for new valves.
Then the seats need to be cut and there's the cost of gaskets.
If the pistons are damaged the cost would skyrocket.

Also, bear in mind that these cars are at least twice as hard to work on as 
a Scirocco.
To pull the head you need to do this:

Can't remove the timing belt without first removing the entire front end of 
the car.
