one more problem with breaks

My last two e-mails have had one replier and no repliers. I'm hoping for 
some better luck with this one.

I was bleeding the breaks and checking the parking break today and it 
seems that the parking break lever (the one in the drum, not the hand 
lever) is being pulled by the cable, but the push bar that actually 
pushes the break shoes out is barely moving. What is going on here?
