OT: Fox help...

Hey all,
  I have a '93 Fox I am trying to troubleshoot.

The radiator fan will not work, and pulling off the connector at the sensor
on the radiator and jumpering the connections does nothing.  Since it did
work at one time, I think it is either the relay, or the resistor ballast
for the fan that is at fault.  Thing is, I don't know if these cars have a
ballast or not.  Do they?  If so, where are they located?

If they don't have a resistor, what is the part number for the fan relay?
The VW dealer can't tell me what part # does this function...
