It's the mounts...
The early racks didn't have the 2 bushings and U clamps.

Its a rack, manual, for an early Rabbit or Scirocco 75-9/77.
Now what is the difference from 9/77 to the end of A1?
I bet it's the tie-rod threads but I dunno fersure.
It could be the mounts. Bueller?
Afterwards they use 171 419 063 (R/S/C/J) until 1984.
