Carfax anyone?
"all over-the-road-vehicles sold must contain a 17-character VIN" - this is
not true. Tractor trailers still use a much shorter VIN number. Check it
out, many of them have their VIN written right on the door of the cab.

That is when is was required, up till then manufacturers where implementing
it prior to the mandate.
