tough question
1. emissions. I'd think most of this would come down to tuning and/or cleaning up the fuel injection and idle valve parts. If the car needs a new cat then TT sells the whole downpipe w/cat for $515 or you can get a cat that needs to be welded in for $210 from them.
2. heater blower. Don't know if your car is AC or not. New blower motor, non-AC is $80 from worldimpex. AC version is $100. These were used on all the A1 chassis cars so maybe a junkyard run. I'd think a little electrical trouble shooting would be in order first.
3. wipers. New motor from worldimpex is $147. I'd pull the existing one out and go through it and clean it up and see if that did it. These things have contacts in the gearbox that could simply be dirty or worn.
4. gearbox. Plan on $150 for bearings, bolt kit, seals, gaskets and synchros and hope that your gears and shafts are good. $200 labor minimum if you pull the tranny. Easy to run up another couple hundred in parts for flanges or gears if they aren't in good shape.
If you have to pay a shop to trouble shoot or fix any of the above then I have no idea how bad the bill could get. In the DC area the rape is extensive and painful. Good motivation to learn how to do it yourself.
