Sounds more like that dealership could not afford to build the new
building...  The new buildings are one way VW can control each dealership.
They have also upped their standards as far as what they will and won't
accept from a dealership...

In other words, sounds like that local franchise chose not to continue vs.
VW pulling their franchise...
