Questions about Dual manifold, flex pipe, etc... (long)

My evil toilet bowl has been leaking since Cincy, and I hate it and all that.
So - I ordered me up a used dual downpipe via eBay. It's here, it has
a broken stud where the manifold attaches to the DP, but I guess that
it's not a problem. It appears to be in good shape, no cracks, but a
lot of surface rust.
How do I clean it up (or should I?) and what to do about that stud.
Also - this thing does not appear to have an O2 sensor fitting, so I
guess I need to have one welded on. Damn. Also - no CO tap tube. Do I
need one for PA emissions?
Also - the stock toilet bowl goes all the way to the cat, but the Dual
DP does not. So I need to get a happy rabbit flex pipe. Is this the
best way to go? or is there more fancy flexige about? I have seen one
piece dual downpipes out there, but they don't have flex joints, and I
don't want to be cracking them.
Hardware: I am going to buy new exhaust studs and nuts for the head.
Should I pay for stainless fancy autotech ones, or should I just get
stock ones? then for the manifold to flexpipe to cat connections, I am
getting a bunch of new metal gaskets. Can I use stainless steel bolts
here? That would be sweet if I could.
They key here is reliability. I don't want it to just crack in six months.
In other news: Other things at the same time getting done: Fox
manifold, new windshield, reverse light switch, and finally PA some
plates.
