Shipping Freon???

Does anyone have a link to a list of prohibited items to ship and or
have some documentation that shows Freon, the real stuff, is a
prohibited item?
My local PO says it is however; they cannot produce a list or link to a
list of items.  
I realize one option is to just shut up and send it through the mail
however; I really want to do the right thing.  If it has to be shipped
ground only, that's fine, I will select that option. 
Do FedEx, UPS have a list?  I could not find one.
