Ventilation question

I never bothered to fix it in my (now dead) '85 winter car.

But as Cathy mentioned, it's most likely the heater valve
out in the engine bay.  FWIW, it may be opening & closing
when you move the lever, but they seem to go bad
internally, at least that's the way mine have always
failed.  It's a cheap part, and gives you a good excuse to
flush the cooling system at the same time.
