Wurth's Rost Off has always worked for me.  They have a new version that
freezes, penetrates and breaks up rust at the same time.

I think this falls into this category. PB Blaster for getting rusted bolts
free. Great stuff just started using it. And it has moisture displacement
properties to keep things from rusting. It supposedly can be used inside the
distributor cap and other electrical things to dry them out from moisture.
