Help - Clutch release arm not returning.

After a quick trip to Madison and getting a new Clutch cable form Jim
Jarrett and getting it installed with no problems I am now finding that the
release arm is not returning on its own. It seems to have very little
pressure when activating it by itself. It only returns about half way then
needs a little push to pop all the way down. It almost just flops up and
down. Would this be a broken return spring accessed from the green metal
cap? or something else. Where would I get a spring? What else could it be. I
did seem to notice before all this that the clutch felt very very light when
pushing on the pedal.
