h1/h4 conversion (glowing eyes/pseudo city lights)

wow, that brings back memories... back in 96 i did a
conversion to h4/h1 lights on my merkur xr4ti.  it did
the same thing too, i then upgraded to DE H1s, which
are only low beam, but i didn't figure out what was
causing that.  a relay may help though.
