This is simply not a true statement.
The valve holds pressure against what?
Pressure will leak through the bearings and pressure will leak back through
the pump.
The filter would need to have two valves to retain pressure.
And having a check valve to hold enough pressure to make a difference would
impede flow to the engine in situations where the pressure is low, such as
at idle.
If what you say is true you'd need to be careful cutting one of these
filters apart to not get an eyeful of oil from all the pressure contained
inside.
There'd need to be a Stella Award sticker on the outside of the filter.
