OT Jetta III

Hey all, local buddy of mine has a 94 Jetta III, pulled the negative battery
cable and now has some sort of weird fault. Lights jitter and blink and
acts like it gets no juice to the starter but it has a new (today bought
new) battery in it.
Any ideas? The guy who sold it to him a while back said something about an
antitheft system. Any ideas?
