Hatch seal question

Okay, here's one. Besides rust (ewwww), what's supposed to be under the
hatch seal on a MkI, the rubber that goes over the edge of the headliner?
What I want to know is this, is there a sealent there, or is it just a
friction fit? (I'm presently peeling out a paint layer, over really ancient
silicon, with the unmentionable under that in a few places, POR 15 on the
horizon) Bad leakage being the reason for the visit to the area. 
Thanks, just want to know if I should stick it down or not.
