I don't know for sure, but it sounds like you have two problems...
It sounds like the copper 'spring' or arm that extends from the turnsignal switch beneath the steering wheel is not positioned correctly, or has a hole worn through it. You might take off the wheel and reposition if you would like for it to work. On the other problem, it sounds like the horn button is pushed down solid. I don't know which wheel you have, so I cannot comment on how this might have happened...
It does sound like you could fix both problems pretty easily... I would be lost without my horn, I communicate almost daily with the iceholes around me... :-) :-(
