Older tanks drained from the bottom, later ones used the transfer or
siphon pump to pull over the top. The idea I have heard, related to
safety, was to prevent the tank from draining out in case of an
accident, reducing fires.

Basically you can siphon it out, or w/ a good transfer pump you can run
12v through it and have it pump the gas out.
