Julie,

In the early days of battery making the case would trickle the charge to the
ground through the case. This is not a wives tale, it had to do with the
chemical composition of the actual battery case. Now-a-days it does not
matter if you store in on the cement.

Actually I'd say Chem engineer would be needed.
I am still waiting to find out why its bad to place a Lead Acid battery on 
any concrete.
