Could the seal on the in the tank fuel pump come loose? My 16v currently has
a few of these issues and I'm pretty sure this is the problem.

My '83 GTI 3A 2L long-block runs it's ash off, but has a few fuel related
problems. I thought I'd ask before dropping the tank, even though I'm pretty
sure I have to replace the tank.
It smells like fuel with over 1/2 a tank in it, or with hard cornering.
When I refuel at the gas station, it keeps shutting off the pump... You have
to refuel with minimal trigger pressure, and even then it will still
cut-off.
When I had the rear end jacked up, fuel started dripping down on the
passenger side. I thought it might've be the fuel tank sending unit seal, so
I got a new seal, which made no difference.
I appreciate any suggestions, or ideas!
