No.

Lessee, what are the issues?

#1 you need at least a minimum of 16:1 CR - and that will gurantee
starting above 10 degrees Celsius. Below that you'll have to use block
heaters, intake heaters, glow plugs or a combination of the above to start
the engine.

#2 you need injectors capable of delivering precisely metered and timed
fuel to your 16:1 compression ratio combustion chambers. CIS runs with
fairly high system pressures - in the range of around 60 psi. Your
average indirect injection turbo diesel needs a breaking pressure in the
2200 psi range to crack the injectors, direct injections are higher than
this.

#3 you need a way to drive the precises metering and pumping device which
delivers fuel to the injectors at these high pressures.

#4 you need an engine capable of handling the stresses imposed by high
compression ratios.

#5 I'm sure there are a few other good reasons, but I haven't had a cup of
coffee yet so they'll have to wait.

In short, the only thing the 9A has in common with a VW diesel block are
piston squirters, and the turbo diesel had them first... :)

If you want to convert to diesel, swap the engine out like everyone else
does.
