where to get copper crush washers (fuel pump)?

FLAPS = F'ing Lame Auto Parts Store? (As in rarely carries  German Parts?)

Have seen this phrase many times uttered on the list, but am wondering 
if it's a colloquial term or proper noun, as I've never heard of a store 
called FLAPS in my area...
