Electrical Woes (long dialogue)

Hello All

Summer is almost here and the Scirocco is almost ready to go . It has 
to be certified first (funny how the government is fussy like that!) I 
have a ongoing electrical problem as follows:
1982 Scirocco - no power accessories

With the 4 way flashers on (hazard) AND the headlight/running lights 
on, all four lights flash, except the front flashes out of sync (aka 
like a cop car) alternating between left and right. The rears flash in 
sync.
If the lights are turned OFF ) they flash in sync as they are supposed 
to.

If the left turn signal is used, and the lights are off, then 
everything operates OK. If the lights are turned on then the left turn 
signals DO NOT work.

With the lights on, the left rear turn signal light is on (low voltage, 
indicating some voltage getting to it) as well as the tail lights.

All other lights function correctly.

To date I have checked for shorts from the terminal plug to the bulbs 
(no shorts), replaced the light switch, changed out the fuse panel, and 
scoured the Bently electrical diagrams. The  flasher relay has 3 
connectors (the fuse panel has 4). Tried to change out the relay. Only 
difference is the speed the left and right side flash.

Any ideas would be welcome. I hate like hell to go to the damn dealer
