Lost title in NY

I have been offered 2 VW busses for a rediculous price to get them off the 
guys property. One is a 71 transporter, the other a 72 camper.
The transporter has a registration tag, but the camper no...

How can the camper be re-titled here in NY. The original owner died and 
there fore It would be difficult to get the reg tag from him. Any ideas?
