No Start issue with 1989 Jetta GLI 16v

I just purchased this car - 1989 Jetta GLI 16v . This is the CIS version, not motronic. I was told by the PO that the car had a bad fuel pump. So I proceed to install a new main pump, and check the transfer pump. It was suspect so I changed it too. I put fresh gas in the car, and a new battery, and proceed to try and crank the car. It cranks and runs for like 1 second. I deduce that it is cranking and running on the cold start injector. I crack open the feed line to the fuel distributor, and WHOA!, massive amount of pressure and fuel there. Crack open the cold start line and same there. I crack open the injector lines, and crank the car, and no fuel comes out there. I have checked both pumps, all vacuum lines, hte intake boots, etc, and all are good. I even removed the fuel distributor from the airflow sensor plate and tried manipulating the plunger of the fuel distributor to simulate the moving of the sensor plate, still to no avail. So I have fuel to the distributor, nad cold start injector, but none coming through the distributor and out to the injectors. Anyone's insight or knowledge would be appreciated.
