The amount a car can be lowered and still be driveable will not change the
toe an amount that is measurable without a CMM.
 If your toe changed a measurable amount between the last time you had it
aligned and after lowering,  there is another reason for it.  Maybe one of
the shops mis-measured (maybe both)...
