headlight problems

When I registered mine, I was having a similar problem. I just patched my
high and low beams together so they were either all on or all off. The
sheriff didn't care. If you can get all 4 to light up, that might be good
enough to get it registered and on the road so you can worry about it later.
As far as a real fix, you'll likely have to reference wiring diagrams and do
some electrical work, so this will be as good a chance as any to learn.
While you're at it, you might do the relay modifications. I think there are
[still] instructions online.
Personally, I'm opting for pretty much a complete rewire of the car to fix
mine properly, but that's because there are a lot of other little gremlins
as well.
