Why the snowplow driver didn't get to the snowplow

Is it soft, white powder, or hardpacked concrete, piled by 8 hours of 30
mph winds?  You never know until it's too late.

Only good thing is you can pile that engine compartment full of snow every 
time and not have to worry about the distributor getting wet.
